You can't treat mental illness with fines, tickets and incarceration. A Redding Restoration Center sounds like a good solution to some of our problems. -

People drink alcohol and take drugs to prevent themselves from getting sick, Evans said. So the notion of picking up yourself from the bootstraps doesn't always work because they just can't do it. They need help.
