But LA has 3.5 percent, and that's way beyond normal ranges, Pendleton says.
Pendleton says he takes a larger look at a community and it's issues.
He's showing a chronic homeless chart. It looks like a downhill ski slope, going from nearly 2,000
people to 178.
Pendleton has been carrying message: it can be done, here's how, and keep a consistent track.
You need to get people's attention and tell them here's a solution and it works!
If you are solution oriented, you will find a solution.
He says Shasta County is seeking a solution.
Pendleton: you need to find a champion.
Pendleton: You have a blue ribbon committee, and a year's long study.
Then a report. And then it goes away.
A community needs a champion to keep it in front of people and on track.
Pendleton: we got a team together and we just went out and did it.
Pendleton: When you're fragmented, you miss issues. You have gaps.
Pendleton: You have some great agencies here. Rescue Mission is really good.
Pendleton: You have an extraordinary leader at Rescue Mission who wants to be part of the solution.
Pendleton: you have good people, and they have compassion.
Pendleton: What makes a champion? Energy, bias to act.
Pendleton talks about a seminar he went to about public works projects and which ones were successful.
Successful ones had champions
Pendleton: I met with Kristen Schreder yesterday. She needs a champion and others to bring information to her.
Pendleton: She needs the county chair to convene people.
He's brought Kristen Schreder to the stand. The councilwoman is leading a study on homelessness.
Pendleton is applying characteristics of champion to Schreder.
Pendleton: Start doing and learn as you go.
Pendleton: Get the housing and get going. People got excited. Something was being done.
Pendleton: Then people started to see property that could be used for housing
Pendleton: YOu can make that paradigm shift and you can start to see opportunities.
Pendleton: Homeless organizations bought a hotel and made it into housing for homeless. All because they started thinking about how to get there.
Pendleton back on characteristics of champion and Schreder.

Pendleton: Step up and as strategy gets together, say you want to be part of strategy plan.
